The X Congress of FNPR


On May 20, 2019, the 10th Congress of FNPR started its work in Moscow.

The implementation of the 2015 - 2019 Action Plan was explicated by the FNPR Chairman Mikhail Shmakov.

A video message from Guy Ryder, the ILO Secretary General, was shown at the Congress.

Delegates were welcomed by the General Secretary of the ITUC Sharan Burrow, President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin, Minister of Labor and Social Protection Maxim Topilin, Secretary General of the General Trade Union Confederation Vladimir Scherbakov, President of the All-European Regional Council of the ITUC, Chairman of the Georgian Trade Union Association Irakli Petriashvili.

On May 22, 2019 President of Russia Vladimir Putin also took part in the X Congress of the Federation of Independent Trade Unions of Russia.

Delegates to the Congress adopted several resolutions on the main issues of the activities of Russian trade unions.

Aleksandr Korchagin, Chairman of the Standing Committee of the FNPR General Council on the Protection of the Social and Economic Rights of the Working Areas of the Far North and Equal Areas, spoke upon resolution ‘Integrated development of the Russian North - the key to a decent life of northerners’.

He noted that trade unions were actively working to preserve the previously achieved level of social guarantees and compensation to northerners. A great success is the decision of the Constitutional Court of the Russian Federation on the accrual of ‘northern’ allowances in excess of the minimum wage.

Today, the main task of the trade unions is to improve working conditions and improve the quality of life in the northern regions, without which the implementation of large-scale projects, attracting investment and qualified staff to the North is impossible.

Delegates to the Congress urged the state to consider introducing additional incentives to attract labor resources to the northern regions of the country. Currently, there is convergence of the average wage in the northern regions with an average nationwide salary. Thus, the main factor in the attractiveness of work and life in the North disappears.

In addition, trade unions consider it necessary to return the old retirement age for northerners. According to scientific studies, the depletion of the body and premature old age in the North come seven to ten years earlier than in other climatic zones. Separately, the resolution noted the need to create a single federal body responsible for the formulation of state policy in the North

Andrei Gichko, the chairman of the PPO JSC ‘PO ‘Sevmash’ and Nikolay Degtyarev, the Chairman of the Federation of Trade Unions of the Republic of Sakha (Yakutia) also made joint reports on the draft resolution.

‘We hope that the adoption of the resolution ‘Integrated development of the Russian North - the key to a decent life of northerners’ by the FNPR Congress will accelerate the process of solving the socio-economic problems of Trade Union members living in the northern regions of our country,’ said Aleksandr Korchagin, ROGWU President.
